I don't think that it is possible to download at offices as most of companies have white lists and black lists. Speaking of economics, getting a CD/VCD at 10K is much cheaper and faster sitting a week to download from the Net. I believe that abuse of pirated software has been dropping steadily as there are many free and open source alternatives. And ppl are getting more conscious about software they use. Purchases of laptops & desktop from OEMs shipped with OS also guarantees that license for OS is included in your bill.
